The efficiency of air conditioners (and heat pumps when in "cool" mode) is measured by Seasonal Energy Efficiency Rating (SEER). The higher the rating, the greater the efficiency. Most air conditioners available today range from 13-21 SEER rating. Ratings over 14 are considered efficient and qualify for the Energy Star label.
